CASCADE BANK PROMOTES CHARLIE CHAFFIN TO SENIOR VICE PRESIDENT AND SPECIALTY BANKING GROUP MANAGER

Everett, Washington, June 23, 2008—Cascade Bank, the principal operating subsidiary of Cascade Financial Corporation (Nasdaq: CASB), has announced that Charlie Chaffin was promoted to senior vice president and specialty banking manager. Cascade’s Specialty Banking department includes the Women’s Financial Group, Government Banking, and SBA Lending. Chaffin also manages the bank’s medical/dental portfolio which provides loans to assist professionals with buying, remodeling, growing and selling their practices. Ms. Chaffin has more than 29 years of experience in banking. She joined Cascade in 2004 as Women’s Financial Group manager and works out of the bank’s Lynnwood branch.

“Charlie’s successful management of the Women’s Financial Group made her a perfect choice to manage the Bank’s new Specialty Banking department. Her dedication to providing her customers with targeted solutions to their needs really sets her apart in this industry,” said Bob Wojcik, executive vice president of business banking.

Ms. Chaffin is very active in her community and serves on the boards of the Everett Chamber of Commerce, Everett Community College and Diversified Industrial Services. She is also an executive board member of the Economic Development Council of Snohomish County and is a past president of the Ballard Chamber of Commerce. She enjoys traveling and home entertaining. Charlie resides in Brier with her husband Kevin McCandlish.
